Monitoring of the Income and Living Standards of the Population of Russia:   January-March 2012

The monitoring of income and living standards of the population of Russia is conducted in PC “All-Russian center of living standards” more than 15 years. It is based on interconnected system of socio-economic indicators. The concept of the monitoring involves the using of the special indicators developed by the “All-Russian center of living standards”. The result of the monitoring is digital and analytical information, obtained with the use of methods of economical statistical analysis for the whole of Russia, the Federal districts and the subjects of the Russian Federation.

Inequality and Poverty in Russia – the Estimations and Ways of Overcoming (Regional Peculiarities)

This article is devoted to the main aspects of methodology and tools, which are allowing to evaluate the effectiveness of various events and decisions in sphere of social policy and make decisions in sphere of social policy to a regional level. The authors considere the new method of harmonization of sampling and general data on the regional and all-Russian levels. Analyses the scheme of formation of inter-budgetary relations in connection modification of distribution relations.

The Estimations of the Level of Life of Families According to Sociological Research

The article is devoted to the analysis of estimations of person living standards of their families on the basis of the use of the results of sociological research. There is a conclusion about the estimates of persons living standards, which do not correspond to the obsolete for countries with social market economy criteria. It is shown that the evaluations of the level of life are the "intermediate" determination of the demographic (reproductive) behavior of the population.

Key words: family income per capita, the minimum necessary income, normal income, poverty level, the level of ambition on income, total fertility rate, the desired number of children, the expected number of children.

The Possibilities and Realities of Formation of a Profitable Part of Budgets of Households

The article is devoted to the problems of the structure, dynamics and tendencies of the development of the budgets of the Russian households. The author considers the structure of the sources of formation of a profitable part of budgets, their conditionality of the nature of its social policy. The article shows the dynamics of the various components of household income, as well as the structure of their costs depending on the level of material security of the household. The author identifies promising areas of replenishment of revenue part of their budgets.

Economic Benefit of Insurance of Groups from Accidents

At the present time, even in the conditions of the high-tech production processes and the high-quality system of the organization of work, it is impossible to exclud the human factor from the activities of any organization. Unforeseen and unintended situations can happen with anyone. With the loss of qualified staff the company gets the economical losses and employee should get the opportunity to quickly go to the previous working rhythm.

Insurance of the staff against accidents serves as a mechanism for compensation: employer gets the losses, and the employee gets the cost of restoration in case of loss of capacity for work. Proceeding from this, in the article the authors compare the possibility of compulsory insurance (compensation by the employer from the Fund of social insurance) and voluntary insurance (payment of the Insurance company).

Stages of the Employment and the Prosses of Employment Management in the Context of the Small Business Development in the Conditions of Crisis

In the article the authors consider the administrative relations, which are arising in the rprossess of the functioniring of the enterprise of small business from the point of view of their impact on employment of the population. The authors put forward and prove he hypothesis of the three phases of employment (preparatory, market and productive). It is proved that the development of the phases of employment of the population can be considered together with the process of natural business incubation, which also includes three stages. classification of self-reproduction of the labour force is presented and validated. The authors consider " expanded self-reproduction of the labour force", "narrowed self-reproduction labor force" and "simple self-reproduction ". There is a hypothesis about the fact, that the expanded self-reproduction is a factor of the employment growth and a consequence of economic growth.

Environmenral and Social Aspects of the Quality of Life of the Population: Theoretical Issues

Questions of the account and the estimation of a state of environment as are considered by the major component of quality of life of the population. The interrelation of environmental contamination, demographical situation and population’s health, and also a measure on maintenance of transition to ecological and social standards of population’s life is shown.

The results of the analysis of pay systems of athletes and coaches of the Russian Federation with respect to legislative regulation. The main approaches to the formation of wages of athletes and coaches, including new pay systems in sports schools of Olympic reserve. It is proved that the efficiency wage coaches and athletes needed reorganization of the training of Russian athletes.

Monitoring of the Income and Living Standards of the Population of Russia: October-December 2011

The monitoring of income and living standards of the population of Russia is conducted in PC “All-Russian center of living standards” more than 15 years. It is based on interconnected system of socio-economic indicators. The concept of the monitoring involves the using of the special indicators developed by the “All-Russian center of living standards”. The result of the monitoring is digital and analytical information, obtained with the use of methods of economical statistical analysis for the whole of Russia, the Federal districts and the subjects of the Russian Federation.

Economical Differentiation of the Population of Russia

The article contents the concept of differentiation and specification of its level. The approach to an estimation of individual value of factor of differentiation is proved, its growth, which is steady enough, is marked. Changes of factor of funds on the five years' periods are considered.

There is an increase in an absolute difference in levels of purchasing capacity 10 %-s' groups of the population with the best incomes and 10 %-s' groups of the population with the least incomes, expressed by quantity of sets of a living wage is considered.

Quality of Life of the Population of Mountain Territories (on the Example of Republic of Altai)

А concept “Quality of life" is Investigated, the methods of its estimation are analyzed. It
is marked that the use of only not objective but also subjective approach, the author gives more exact
estimation which allows working out a corresponding regional social policy. The features of
mountain territories that influence on quality of life of the population are distinguished. The
estimation of quality of life of the population of the Republic of Altai is given.

Investment Activity of Public Utilities as the Toolkit of a Policy of Incomes of the Population

When the municipal services organizations invest, it influences the tariff for utilities. Growth of tariff reduces real incomes of the population. Investments play a double role on population incomes. Investments raise efficiency of municipal public services. The investments which allow saving resources are most preferable for population.

Integral Indicator of Standard of Well-being of the Altai Republic Population

In the article the main factors of well-being of the Altai Republic population based on statistical data (2000-2009) have been sort out. The integral indicator of standard of well-being of the Altai Republic population have been estimated on the basis of S.A. Ajvazyan’s method.

Experience in creation and usage of the quality of life of  the population estimations in the governance of the social economical development of Novosibirsk region: challenges and solution Proposals

Quality of life of the population for a particular administrative-territorial formation is a capacious characteristic of social development. In the article general principles of creation and policy of quality of life estimation for the population of a Subject of Russian Federation are proposed. Results of the estimation of quality of life procedure for Novosibirsk region for 2000-2010 are described and compared with the ones for Russia. The article also describes experience in applying estimations of quality of life to problem solving in the area of governance of social economical development of a region. Approaches to solving difficult issues are discussed.

SOCIAL PROTECTION OF PERSONS WITH DISABILITIES

Improvement of the System of Certification and the Comprehensive Rehabilitation of the Persons with Disabilities in the Russian

Analysis of the dynamics of relations with disabilities – this particularly vulnerable category of citizens and society shows that Russia's transition to a market economy has affected them quite painful. Over the past two years, tens of disability and disabled people not only have not been a priority of government social policy, but on the contrary, the negative trends in the development of a comprehensive rehabilitation of this population and their integration into the community grew dramatically.

Solve existing problems by changing the fragmented individual elements of the existing system is impossible. To achieve the desired result should be a fundamental change of the system as a whole. This article contains a proposal to introduce a new modern system of examination and comprehensive rehabilitation in modern Russia.

Human Development and Efficient Employment

The fundamental ideas of the Human Development Concept of United Nations Development Program and Decent Labor Concept of International Labor Organization are discussed in the article in the context of efficient employment and modern socio-labor relations. The main factors supporting or preventing successful realization of these concepts are studied on the basis of foreign and Russian practice. The authors reveal the role of efficient employment in achieving the goals of global society in the socio-economic development, show the opportunities of the concepts’ application in decision-making and define the perspective ways of further studies of interrelations between decent labor, economic growth, efficient employment and human development.

The Human Capital: Education and Full Employment

At the present time a model of multichannel financing in the higher education institutions continues its formation in Russia. The twentieth century, especially its second part, was a period for establishing a model’s framework. Such a model allows the broader spectrum of consumers to get the availability of the qualitative educational services and, at the same time, solves the problem of the residual principle. It also provides conditions for innovative performance in the higher schools.

Housing Affordability in Russian Regions: Dynamics and Factors of Growth

In Russia housing affordability, measured by labor income, cost of life and prices of housing market, has grown almost twice since 2007. There is a huge difference of housing affordability among Russian regions, which is mostly explained by difference in wages. Our conclusions are based on the analyses of official statistical data of Rosstat. The results can be applied for comparison of regions in terms of possibilities of the population to improve their living conditions and also can be useful to track housing affordability programs.

Social Economical Problems of Development of the Pension System of Russia

Pension system of Russia is the most important part not only of the social policy, but the economy of the country as a whole, and the results of its development affect the interests of all demographic groups of the population and social layers of the citizens of Russia.

Russian transition to the market economy resulted in a radical reform of the pension system through the transformation of the paternalistic system of the state pension in the pension insurance system. Pension system, which is based on insurance principles, hypothetically should provide an opportunity independently, without financial participation of state, to adapt to a cyclical nature of market development of the country.

The Strategy of the Long-Term Development of the Pension System of Russia

There is an analysis of the current situation of Russian pension system in the article; the author makes the actuarial justification of the real factors and conditions of its further development, prospects of the long-term sustainability of the pension budget on the basis of insurance principles.

Improvement of the Formula of Calculation of Pensions

The pension reform which was carried out in our country since 1990^s becomes in the final stage, because a minimum of necessary legal and organizational conditions currently establishes for the formation of pension rights of citizens in Russian Federation.

In this article the author explores the problems of the existing mechanism of the formation of pension rights of insured persons in order to establish the size of the labor pension and the direction of this to optimization through modification of the pension formula.

State Administration of Development of the Regional Pension System

Regional pension system (or RPM), which is understood as a part of the all-Russian pension system with all its functional elements, represented at the regional level, constitutes an economic phenomenon, combining the traits as uniform for the entire pension system of the country, as well as elements, reflecting the peculiarities of the socio-economic life of the particular territory.

The author proposes interpretation of the regional pension system and sees it as an integral part of the systems of higher-level: on the one hand, the country's pension system as a whole, on the other hand, a single socio-economic system of a particular constituent entity of the Russian Federation.

Problems of the Early Retirement Pensions and Influence of Them on Finance Stability of the Pension System of Russia

The author considers and systematizes the problems and contradictions of the system of early pensions, which are effective in the Russian Federation. The author substantiates the areas of development, the principles of the pre-term pension rights of citizens, the new economic mechanism of the system of early pensions, corresponding to modern market relations and to improve the financial sustainability of the Russian pension system.

The Problem of Pensions. Possible Salvations

There are about 40 million pensioners in the Russian Federation; they are the most growing population group. But the millions the society judges exclusively from the perspective of the amount of the pension. Our research for the first time in many years, on the basis of vast statistical array evaluates the standard of living of pensioners today, offers the targets in this area for the future. The state regulation of the special stratum of the population, the position of which is identified by a particular type of income - pension, requires a complete complex of control: target monitoring, analytics, design. The last in the article special attention is paid to - proposals for solving problems in the future in the format of the planned pension reform.

Socially Acceptable Option of Increasing the Retirement age in Russia on the Basis of a Differentiated Approach Depending on Experience

In this paper, increase of effectiveness and long-term steadiness of pension system are introduced. Main reasons for obstructing the Pension system development such as demographic situation and increasing Pension fund shortage are presented. Socially acceptable differential approach to increasing of pension age depending on length of service and age is suggested.

To the Question on Pension Security “northerners”

The article considers the issues of improvement of pension provision of the population living and working in northern regions of Russia. Analyzed the current practice of application of pension legislation in the framework of the provision of state guarantees pension northerners. In the author's opinion, the current system of pension payments, social payments to the population, living in the regions of the Far North and localities equated to them, does not correspond to the full extent of the strategic objectives of the state policy of priority development of the northern regions of the country.

Modeling Flows of Labor Migrants to a Region (on example of the Sverdlovsk Region)

The dynamics of labor migration in Russia during the period 2000-2010 are considered, its causes and consequences are revealed. The genesis of the existing models of migration flows is held. The model of search of equilibrium level of migration flows from donating countries into accepting region is proposed. As a result of testing of the proposed model an equilibrium volume of the flow of labor migrants into Sverdlovsk region from the CIS countries is obtained.

Unemployment in Russia: Peculiarities of Formation and Development

The article analyzes the features of the dynamics of unemployment in our country and it is proved that before the global financial and economic crisis in Russia's economy was no opportunistic unemployment. Active government policies on regional labor markets during the crisis led to the excess of the actual level of unemployment above the natural.

Migration in the Demographic Development of Belarus

State, nature, and trends of migration in the Republic of Belarus at the turn of XX-XXI centuries are examined. Inconsistency of migration processes in Belarus is showed. The analysis of interaction between migration and state of employment in the Republic of Belarus is given. The demographic trends in the border regions of Belarus and Russia are compared. Positive and negative phenomena relating to employment of Belarusian migrant laborers in the Russian economy are presented.
